What to expect from the EU Packaging Regulation
The PPWR represents a significant regulatory intervention in the packaging market. The primary aim is to reduce, reuse and recycle packaging in order to reduce the negative environmental impact of packaging in the European Union. The focus here is on promoting a functioning circular economy. Europe-wide measures are being defined to realise these goals.
But what does this mean for producers? What new obligations will they face?
From October 2025, Landbell Group cooperates with PackIntelX, the all-in-one platform for packaging compliance. The aim of the partnership is to provide companies with practical support in preparing for the requirements of the new EU Packaging and Packaging Waste Regulation (PPWR).
Through its partnership with PackIntelX, Landbell Group will provide an online tool that enables companies to systematically analyse their packaging portfolio in line with PPWR requirements. The tool also offers concrete recommendations for action and facilitates the preparation of the necessary documentation. What does the Packaging Act regulate?

The Packaging Act (VerpackG) applies to those who place packaging filled with goods and intended for consumers on the market – including filling material. Online retailers are included.
The principle of Extended Producer Responsibility (EPR) applies. This means that anyone who puts filled packaging into circulation must handle its return and recycling.

What constitutes as packaging?
Sales packaging is used to protect the goods and their safe transfer to the end consumer.
Sales packaging can be made of glass, paper, carton, cardboard, plastics, metals, or other composite materials. They may or may not be subject to scheme participation.
You can find out which packaging is subject to scheme participation in the Central Agency Packaging Registry (ZSVR).

What types of packaging are not subject to scheme participation?

For distributors of packaging not subject to scheme participation, the amendment to the Packaging Act of 3 July 2021 means the following changes:
- Registration obligation / Extension of registration at the Central Agency Packaging Registry / LUCID
- Obligation to inform
- Documentation obligation
- Duty to self-organisation
- Provision of financial and organisational resources
The following types of packaging are not subject to scheme participation:
- Transport packaging that facilitates the handling and transport of goods but is not typically intended for forwarding to the end consumers.
- Sales or outer packaging that is not generated as waste by commercial end consumers.
- Disposable beverage packaging subject to deposit.
- Sales and outer packaging that cannot be involved in a dual scheme due to system incompatibility.
- Sales packaging with filling material containing pollutants.
- Reusable containers.
Our recommendation: be sure to consult the Central Agency Packaging Register’s catalogue of packaging subject to scheme participation. This will tell you whether you have correctly assigned your packaging.


Laut dem Verpackungsgesetz (VerpackG) §15 besteht für nicht systembeteiligungspflichtige Verpackungen, u. a. für die Transportverpackungen eine:
- Registrierungspflicht im Register LUCID bei der Zentralen Stelle.
- Rücknahmepflicht: Hersteller müssen Rücknahmelösungen implementieren (möglich sind unterschiedliche Lösungen: z.B. Beauftragung eines deutschlandweit tätigen privaten Entsorgers oder eine vereinbarte Rücknahme durch den Kunden).
- Informationspflicht gegenüber den Kunden die von Ihrem Haus über die Rücknahme der Transportverpackungen.
- Dokumentations- und Nachweispflicht über die Rücknahme und Verwertung von Transportverpackungen – diese sind jährlich bis zum 15. Mai des Folgejahres in nachprüfbarer Form, aufgeschlüsselt nach Materialart und Masse, zu dokumentieren. Die Verwertung der zurückgenommenen nicht systembeteiligungspflichtigen Verpackungen, u. a. Transportverpackungen ist nachzuweisen.
